What level for sea-planes...

    I'm at level 31... what level do the sea-planes missions start to appear?

    You need to complete a mission in the main goals

    To add to poit456's kind reply, you will be given a seaport as a reward once you have completed "A Crazy Plan" task.
    This usually happens sometime between level 30-33, but it varies from person to person, depending on how quickly other tasks have been completed.
